Each line is judged on the criteria in how we rate cruises: food, service, ships, itineraries and value for the fare you actually pay once extras are added.
The order reflects how well a line suits a typical adult traveler with no fixed trip type. It is an editorial opinion with a reason for every place, not a score. A line lower on this list can still be the right pick for you, and the category winners below say when.

Why: Modern ships, a better main dining room than the mass-market lines and a calmer feel, at fares far below luxury lines. It does most things well.
Watch out: All Included fares bundle drinks and Wi-Fi, which makes the headline price look high next to cruise-only fares. Crew tips are still extra. Compare like with like.

Oceania, for the lines on this list. Its specialty restaurants are included in the fare instead of costing extra each night, and the menus are the main reason people choose it.
Among the rest, Celebrity has the strongest main dining room, Virgin Voyages has the most varied restaurants (all included, no main dining room), and Holland America is a steady choice for a traditional dinner.
